Council Meeting
January 13th, 2021
1. APPROVAL OF AGENDA
The Washington City Council approved the agenda unanimously.
2. ANNOUNCEMENTS
Mayor Kenneth Neilson noted when coming up to the microphone to speak, make sure a mask is worn. If a mask is not worn, one will be provided. Council Member Ivie noted the Washington County Fair dates have been changed to April 14th through 17th.
3. DECLARATION OF ABSTENTIONS & CONFLICTS
Council Member Bundy noted a conflict on Brio Developments as well as Desert Flower.
4. YOUTH COUNCIL
a. Update from the Youth Council. Advisor Carman Snow / Councilman Kurt Ivie.
Carter Libby, Youth Council Mayor updated City Council on current events. Washington City Youth Council introduced themselves to the Council.
5. FINANCE
a. Presentation of the audited Washington City Financial Statements for the Fiscal Year ending June 30, 2020. Hinton Burdick, PPLC.
Dave Whitwer presented the audit for the Fiscal Year ending June 30, 2020.
6. CONSENT AGENDA
The Washington City Council approved the consent agenda as detailed below unanimously with the addition to the special events that any cancellation of City Sponsored events must come back to City Council for review prior to cancellation.

i. Consideration to approve the Final Plat for Brio Phase 2C Final Plat located at approximately Via Del Sol and Camino Oso. Applicant: Cole West Home.
ii. Consideration to approve the Final Plat for Riverbend at Sunrise Valley Phase 1, located at approximately 500 South and Country Way. Applicant: Middon LLC.
iii. Consideration to approve the Final Plat for Washington Vista Phase 3A, located at approximately Washington Parkway and Fairway Drive. Applicant First Nation Investment LLC, Matt Lowe.
d. SPECIAL EVENTS
i. Consideration to approve a Special Event for “Southern Utah Half Marathon” starting at the Highland Park to Bloomington Park in St. George on April 17, 2021 Applicant: Red Mountain Running.
ii. EventsConsideration to approve a Special Event for “Washington City Half Marathon, 5K, Kids Run”, located at Sullivan Park and Staheli Farms, held on February 5, 2022. Applicant: Washington City Leisure Services.
iii. Consideration to approve a Special Event for “Cotton Days” in various areas throughout the City from April 19th through 25th, 2021. Applicant: Washington City Leisure Services.
iv. Consideration to approve a Special Event for “Ironman Breakfast” at Sullivan Park on May 1, 2021. Applicant: Washington City Leisure Services.
v. Consideration to approve a Special Event for “Pioneer Day” at Veterans Park and closing the roads for the Parade Route, on July 24, 2021. Applicant; Washington City Leisure Services.
vi. Consideration to approve a Special Event for “Veterans Day” at the Veterans Park and closing the roads for the Parade Route on November 11, 2021. Applicant: Washington City Leisure Services
vii. Consideration to approve a Special Event for “Christmas in Dixie” at Veterans Park and Covington Home on November 29, 2021. Applicant: Washington City Leisure Services.
7. PLANNING COMMISSION APPOINTMENT
a. Consideration to confirm the appointment of members to the Planning Commission. Mayor Kenneth Neilson. Mayor Kenneth Nielson recommended that we retain Brian Musso, Bret Hansen and Pete Bulloch to serve as the alternate. Washington City Council voted to approve.

b. Consideration to confirm and appoint the 2021 Planning Commission Chair. Mayor Kenneth Neilson. Mayor Neilson made a recommendation to appoint Jason Hansen as the 2021 Planning Commission Chair and the Washington City Council voted to approve unanimously.

8. PRELIMINARY PLAT
a. Continuation of the consideration to approve the Preliminary Plat for the Consideration to approve the Preliminary Plat for Desert Flower Phase 2A, located approximately Bonnie Lane and Bella Vista Drive. Applicant: Stephen Howcroft. the Washington City Council voted to approve unanimously.

9. DONATIONS
a. Public Hearing for consideration to approve a donation to the Dove Center and the Washington City Utilities Assistance Fund. Applicant: Executive Director Lindsey Boyer. The Public Hearings took place.
b. Consideration to approve donation to the Dove Center and the Washington City Utilities Assistance Fund.
Council Member Ivie made a motion to approve a donation to the Dove Center in the amount of $20k and the Washington City Utilities Assistance Fund in the amount of $10k if the money is not needed in 6 months, it would be returned to the General Fund, and a report to be given in the next meeting from utilities. Council Member Coats seconded the motion; which passed with the following roll call vote:

10. PUBLIC HEARINGS
The following Public Hearings took place and a decision will be made in two weeks.
a. Public Hearing for consideration to approve Zone Change request Z-20-20, a request from Residential Agriculture 1/2-acre lots (RA 1/2) to Residential Single Family 15,000 sq. ft. lots (R-1-15), located at approximately 2900 S. Noble Drive Applicant: Barbara Button.
b. Public Hearing for consideration to approve Zone Change request Z-20-21 - A request to rezone approximately 13.567 acres located approximately 600 East and Treasure Valley Road, from the current Planned Unit Development - Residential (PUD-R) zoning to an amended Planned Unit Development - Residential (PUD-R) Multiple Family Development zoning designation. Applicant: Development solutions Ryan Thomas
c. Public Hearing for consideration to approve a General Plan Amendment request G-20-07, a request to change the Land Use Designation from Civic (CV) to Community Commercial (CCOM), located approximately the northeast corner of Merrill Road and Sandia Road. Applicant: Fields Market, LLC / Tag n Go Express
11. ORDINANCE
a. Consideration to approve an Ordinance granting Zone Change request Z-20-19, from (A-20) Agricultural 20 Acres to (R-1-10) Single Family Residential 10,000 sq. ft.lots, located approximately at Majestic Drive and Washington Fields Road. Applicant: Dave Nasal. The Washington City Council approved unanimously.
