1. APPROVAL OF AGENDA:           

Council Member Bundy made a motion to approve the agenda.  Council Member Staheli seconded the motion; which passed unanimously.

2. ANNOUNCEMENTS

Mayor Kenneth Neilson reminded the community the Washington County Fair will be held April 14th through 17th.

3. DECLARATION OF ABSTENTIONS & CONFLICTS :

Council Member Bundy declared a potential conflict with Item 9B.

4. TUACAHN

a. Annual review and update of events at Tuacahn Center for the Arts.  CEO Kevin Smith.

Kacey Jones stated she is the Development Director for Tuacahn Center.  They were forced to cancel the 2020 season, which totaled over 170 live events.  They have reopened, and are doing limited shows.  Tuacahn typically generates over 100 million dollars into the community each year, and more than 70% of the ticket purchases are from out of the area.  She updated the Council on the current events taking place at Tuacahn.  They will be doing 6 productions this summer, which is more than they have ever done in the past.  They have advanced safety precautions in place in order to continue to provide excellent service.  She also wanted to thank Washington City for their continued support.

a. APPROVAL OF MINUTES:  

Consideration to approve the minutes from the City Council Meetings of  01/27/2021 and 02/10/2021

b. SPECIAL EVENT:

i. Consideration to approve a Special Event for the “Washington County Fair Parade & Kick Off Party”, to be held at the Veterans Park.  Applicant: Washington County Fair.

ii. Consideration to approve a Special Event for the “Lake to Lake Relay and Ultra”, to be held March 6th, on the trail through Sullivan Parking lot and towards Hurricane.  Applicant: City of St. George Races

c. FINAL PLATT:  

Consideration to approve the final Plat for Red Waters at Sunrise Valley Phase 2, located at approximately 600 South 2700 East.  Applicant: Middon LLC.

 

6. CITY ATTORNEY:

a. Consideration to appoint a Washington City Attorney.  City Manager Jeremy Redd.

City Manager Jeremy Redd reviewed the Washington City Attorney application process.  It would be his recommendation to the Washington City Council they appoint Thad Seegmiller as the new Washington City Attorney.

The Washington City Council voted to approve unanimously.

7. ROAD DEDICATION

a. Consideration to approve a Dedication Plat for Bulloch Street Road Dedication, located approximately 1165 E Bulloch Street.  Applicant: Dave Holman.

8. PLAT AMENDMENTS

a. Continuation of the Consideration to approve an Amendment for Iron Horse Phases 2 & 3, by adding a phase line between lots 53 and 54 creating an additional Phase 3 containing two lots 54 and 55, located approximately 4155 South 1000 East.  Applicant: Lanse Chournos.

Council Member Coats made a motion to deny an Amendment for Iron Horse Phases 2 & 3, by adding a phase line between lots 53 and 54 creating an additional Phase 3 containing two lots 54 and 55, located approximately 4155 South 1000 East due to receiving information the applicant intends to return to the original plan.  Council Member Ward seconded the motion; which passed with the following roll call vote:

b. Consideration to approve a Plat Amendment and Extended for the Cotton Town Village, to redefine and create new lots with the exception of lot 4, Located approximately 300 W. Telegraph.  Applicant: George and Kathy Staheli.

Council Member Coats made a motion to table a Plat Amendment and Extended for the Cotton Town Village, to redefine and create new lots with the exception of lot 4, Located approximately 300 W. Telegraph in order to get an understanding of the current parking situation.  Council Member Bundy seconded the motion; which passed with the following roll call vote:

9. ORDINANCE:

a. Continuation of a consideration to approve an Ordinance adopting Zone Change request Z-21-04 a request to amending the PUD Use and Site Plan, located on the southeast corner of Washington Parkway and Main Street.  Applicant: Wes Davis.

The Washington City Council voted to approve unanimously.

b. Consideration to approve an Ordinance adopting Zone Change request Z-21-05, a request Amending the Coral Canyon Planned Community Development (PCD) by amending the 5 foot setback requirement in Area 5 & 8.  The Trail System, Nightly Rental Zoning in area 9, and Telegraph Improvements.  Applicant:  Cole West Homes.

Council Member Coats made a motion to approve a portion Ordinance adopting Zone Change request Z-21-05, a request Amending the Coral Canyon Planned Community Development (PCD) by amending the 5 foot setback requirement in Area 5 & 8.  The Trail System, Nightly Rental Zoning in area 9, and Telegraph Improvements.  Council Member Ivie seconded the motion; which passed with the following roll call vote:

c. Consideration to approve an Ordinance adopting Zone Change Z-21-06 to change from Open Space (SO) to Single Family Residential minimum 15,000 sq ft lots (R-1-15)  located at approximately the end of Lost Ridge Drive.  Applicant: Kent Rasmussen.

10. IMPACT FEES:

a. Consideration to amend/modify the Stormwater Impact Fee for the Washington County School District.  Executive Director Craig Hammer.

It was the consensus of the Council to bring this item back to discuss at a workshop meeting.Public Works Director Mike Shaw asked the Council to give his department approximately a month in order to do some research.  He would like to bring Council proper information for review.

Council asked this item to be placed on the March 24, 2021 workshop.

11. AGREEMENTS:

a. Consideration to approve an Interlocal Cooperation Agreement to provide support to Washington County in hosting the IRONMAN 70.3 World Championship - St. George (2021), the IRONMAN North American Championship - St. George (2020 and 2023), and the IRONMAN 70.3 North American championship (2021, 2022, and 2024).  City Manager Jeremy Redd.

The Washington City Council voted to approve unanimously.

12. POWER DEPARTMENT:
