1. APPROVAL OF AGENDA

The Washington City Council approved the agenda unanimously tabling section 5 Planning Commissions Appointment until the next City Council Meeting.

2. ANNOUNCEMENTS

None were made.

3. DECLARATION OF ABSTENTIONS & CONFLICTS

None were declared.

4. CONSENT AGENDA

The Washington City Council approved the consent agenda unanimously.

With conditions on Warner Gateway that the easement and the utility access is recorded before.      

a. APPROVAL OF MINUTES:  Consideration to approve the minutes from the City Council Meetings of 12/12/18 and 12/20/18.

b. BOARD AUDIT:  Consideration to approve the Board Audit for December 2018

c. FINAL PLAT:

i. Consideration to approve the final plat for Heritage Cove located at approximately 1575 S. Carma Street.  Applicant:  Sullivan Homes

ii. Consideration to approve the final plat for Warner Gateway Phase 2 located at approximately Marlberry Way and Lucy Lane.  Applicant:  Jay Rice.

5. PLANNING COMMISSION APPOINTMENT

a. Consideration to confirm the appointment of a member to the Planning Commission.  Mayor Kenneth Neilson

b. Consideration to confirm and appoint the 2019 Planning Commission Chair.  Mayor Kenneth Neilson

6. PRELIMINARY PLAT

d. Consideration to approve the Preliminary Plat for Crimson Fields, located approximately south of Treasure Valley road and east of Medallion Drive. Applicant:  Development Solutions Group. The Washington City Council approved unanimously.

7. PUBLIC HEARINGS

The following Public Hearings took place and a decision will be made in two weeks.

a. Public Hearing for consideration to approve Zone Change request Z-18-16 a request from (RA-1) Residential Agricultural 1 acre minimum lots to (R-1-12) Residential Single Family 12,000 sq. ft. lots minimum,  located at approximately Washington Fields Road and Harmon Lane.  Applicant: Stephen Simister

b. Public Hearing for consideration to approve Zone Change request Z-18-17, a request to amend the Brio PCD Development by amending the Design Guidelines, density to be moved around but not to exceed the 856 units, removing the definition of side yard retaining wall and who is responsible to install, updating wall locations along collector roads, and updating land use table.  Applicant is Cole West, Reed Scow.

c. Public Hearing for consideration to approve Zone Change request Z-18-18, a request from (R-1-15) Residential Single Family 15,000 sq. ft. lots to (RA-1) Residential Agriculture 1-acre lots with a Bonus Density Program, located at approximately Royal Drive and Galilee Way.   Applicant: Doug Dennett.

8. ORDINANCES

d. Consideration to approve an Ordinance granting a Zone Change request Z-18-15 to change the zoning designation from Agricultural 20-acre lot (A-20) to Planned Unit Development Residential (PUD-R) Zone. The request is located at approximately 1800 S. Washington Fields Road.  Applicant: Nisson Fields LLC.

The Washington City Council approved 4 to 1 with conditions.

9. ANNUAL COUNCIL BUSINESS

a. Consideration to approve the 2019 Meeting Schedule for the City Council.  Mayor Kenneth Neilson. The Washington City Council approved unanimously.

b. Consideration to approve the 2019 Council Members assignments.  Mayor Kenneth Neilson. The Washington City Council approved unanimously.

c. Consideration to elect a 2019 Mayor Pro-Tem.  Mayor Kenneth Neilson.

Councilman Jeff Turek was nominated. The Washington City Council approved unanimously.

d. Consideration to approve a Resolution appointing a representative from Washington City to the Southwest Mosquito Abatement and Control District. Mayor Kenneth Neilson. Councilman Daniel Cluff was nominated. The Washington City Council approved unanimously.

10. AGREEMENT

a. Consideration to approve an Easement Agreement between School Institutional Trust Lands Administration and Washington City.  Public Works Director Mike Shaw. The Washington City Council approved unanimously.

b. Ratify of mediated public roadway acquisition agreement.  Public Works Director Mike Shaw. The Washington City Council approved unanimously.
