Regular Meeting

1. APPROVAL OF AGENDA             

The Washington City Council approved the agenda unanimously.

2. ANNOUNCEMENTS

Council Member Staheli noted May 2, 2020 is the pancake breakfast.  Cotton Days Celebration will be held April 21st - 25th.

3. DECLARATION OF ABSTENTIONS & CONFLICTS

None

4. CONSENT AGENDA

The Washington City Council approved the consent agenda as detailed below unanimously.

a. APPROVAL OF MINUTES:  Consideration to approve the minutes from the City Council Meetings of 1/07/20, 1/22/20, and 2/12/20.

b. FINAL PLATS:  Consideration to approve the Board Audit for January 2020.

1. Consideration to approve the final plat for Escondido at Sienna Hills Phase 2, located approximately 1100 N. Escondido Drive.  Applicant:  Brennan Holdings No 200, LLC.

2. Consideration to approve the final plat for Crimson Fields Phase 3, located approximately 380 East 4200 South.  Applicant:  Development Solutions Group, Inc.

5. PUBLIC HEARING

The following Public Hearings took place and a decision will be made in two weeks.

a. Public Hearing for consideration to approve a Zone Change request Z-20-01 to change land use designation from (A-20) Agricultural 20-acres minimum to (PUD-R) Planned Unit Development Residential located at approximately 3925 S. Washington Fields Road.  Applicant:  Smoothie Kings Holdings, LLC.

b. Public Hearing for consideration to adopt a Resolution to open and amend the Washington City 2019/2020 Fiscal Year Budget for the funds of Washington City.   Administrative Service Manager Kimberly Ruesch

6. RESOLUTIONS

a. Consideration to approve an Ordinance adopting a General Plan Amendment G-20-01, changing the Land Use Designation from Business to Industrial, located at approximately 840 South 100 East.  Applicant Ken Jolley. The Washington City Council voted to table for 2 weeks unanimously.

b. Consideration to approve a Resolution Supporting or Protecting  Pro-Life.  Applicant:   Kristine Wagner. The Washington City Council voted to approve unanimously.

7. ORDINANCES

a. Continuation of a consideration to approve an Ordinance to amend the Height Regulations, Sections 9-8D-4, 9-9-4, 9-10A-4, 9-10B-4, 9-10C-4 and 9-11-4.  Community Development Director Drew Ellerman. The Washington City Council voted to approve unanimously.

8. NAME CHANGE

a. Consideration to change the name of the Canyon Park and Trailhead Dedication Plat. Mayor Kenneth Neilson.

A  motion was made to keep the name of Canyon Park and Hell Hole Trailhead to match the Dedication Plat with the amendment to remove the old signage on Telegraph Street, which only identifies Hell Hole Trailhead. The Washington City Council voted to approve  3 to 2.

9. REPORT OF OFFICERS FROM ASSIGNED COMMITTEE

Council reported on their assigned committees.

10. CITY MANAGER REPORT

City Manager Carter updated Council on current Washington City Projects.
