City Council Meeting Agenda

Councilman Tory Belliston was excused.

1. APPROVAL OF AGENDA:

The Washington City Council Approved the agenda unanimously removing item 7a the RAP TAX portion until next time.

2. ANNOUNCEMENTS:

a. Presentation from the American Red Cross to the Washington City Community Center, Aquatics Department for their excellence in safety training. Assistant Leisure Service Director Ben Rae

3. DECLARATION OF ABSTENTIONS & CONFLICTS:

None were declared.

4. CONSENT AGENDA:

The Washington City Council approved the consent agenda as detailed below unanimously.

a. APPROVAL OF MINUTES:  

Consideration to approve the minutes from the City Council Meetings of 12/11/18, 1/8/19 and 1/9/19.

b. SPECIAL EVENTS:  

i. Consideration to approve a Special Event for “Cotton Days 2019” to be held April 23rd - 28th, and May 4th, along with closing of the roads for the Parade Route. Applicant: Washington City Leisure Services

ii. Consideration to approve a Special Event for “Pioneer Day Event” to be held at the Veterans Park on July 24th, along with closing of the roads for the Parade Route. Applicant: Washington City Leisure Services

iii. Consideration to approve a Special Event for “Veteran’s Day” to be held November 11th, along with closing of the roads for the Parade Route. Applicant: Washington City Leisure Services

iv. Consideration to approve a Special Event for “Christmas in Dixie 2019” to be held December 2nd. Applicant: Washington City Leisure Services

v. Consideration to approve a Special Event for “Southern Utah Half Marathon” to be held on April 13th. Applicant: Steven Hooper, REO Mt. Running Events

c. FINAL PLAT:

i. Consideration to approve the Final Plat for Majestic Hills Phase 2, located approximately Noble Drive and 3650 South. Applicant: Majestic Hills Development Jason Christensen

5. PLANNING COMMISSION APPOINTMENT:

a. Consideration to confirm the appointment of a member to the Planning Commission. Mayor Kenneth Neilson.  The Washington City Council approved the confirmation of the Planning Commission member appointment unanimously.

b. Consideration to confirm and appoint the 2019 Planning Commission Chair. Mayor Kenneth Neilson. The Washington City Council approved the confirmation of Rex Pappa as the Planning Commission Chair unanimously.

6. ORDINANCES:

a. Consideration to approve an Ordinance granting the Zone Change request Z-18-16 a request from (RA-1) Residential Agricultural 1 acre minimum lots to (R-1-12) Residential Single Family 12,000 sq. ft. lots minimum, located at approximately Washington Fields Road and Harmon Lane. The Washington City Council approved unanimously.

b. Consideration to approve an Ordinance granting the Zone Change request Z-18-17, a request to amend the Brio PCD Development by amending the Design Guidelines, density to be moved around but not to exceed the 856 units, removing the definition of side yard retaining wall and who is responsible to install, updating wall locations along collector roads, and updating land use table. The Washington City Council approved unanimously.

c. Consideration to approve an Ordinance granting the Zone Change request Z-18-18, a request from (R-1-15) Residential Single Family 15,000 sq. ft. lots to (RA-1) Residential Agriculture 1-acre lots with a Bonus Density Program, located at approximately Royal Drive and Galilee Way. The Washington City Council approved unanimously.

7. RAP TAX:

a. Consideration to distribute RAP Tax funds to Washington City Leisure Service Department. Leisure Service Director Barry Blake: Removed from agenda until the next scheduled meeting.

8. SURPLUS VEHICLES:

a. Consideration to approve the sale of Surplus Vehicles. Public Works Director Mike Shaw. The Washington City Council approved unanimously.

9. ANNEXATION:

a. Consideration to accept and move forward with an Annexation application for the “Airport South Block” annexation, located east of the St. George Regional Airport. Applicant: Scott Peterson. The Washington City Council approved unanimously.
