Council Meeting

April 24th, 2019

The City Manager was unable to attend and was excused.

1. APPROVAL OF AGENDA:

The Washington City Council approved the agenda unanimously.

     

2. ANNOUNCEMENTS:

a. Introduction of the 2019/20 Washington City Royalty.  Mayor Kenneth Neilson

While the Royalty wasn’t in attendance the Mayor introduced, welcomed and congratulated them.

The Princess is Sabrina Johanson, the first Attendant is Charley Holt, the Second Attendant is Lesil Swift, and  Miss spirit is Ashtyn Thayn.

3. DECLARATION OF ABSTENTIONS & CONFLICTS:

Councilmen Belliston abstained from item 8b and 9a.

4. CONSENT AGENDA

The Washington City Council approved the consent agenda as detailed below unanimously.        

a. APPROVAL OF MINUTES:

i. Consideration to approve the minutes from the City Council Meetings of 4/9/19 and 4/10/19.

b. FINAL PLAT:

i. Consideration to approve the Final Plat for Escondido at Sienna Hills Phase 1, located approximately 900 North 2200 East.  Applicant:  Brennan Holdings No. 100, Jim Raines.

ii. Consideration to approve the Final Plat for Southern Vistas Phase 1, located approximately 4200 S. Washington Fields Road.  Applicant:  Mark Newman.

c. SPECIAL EVENT:

i. Consideration to approve a Special Event for Girls on the Run Southern Utah, to be held 5/18/19 and 12/7/19 at the Sullivan Virgin River Soccer Park.  Applicant:  Melissa Miller.

ii. Consideration to approve a Special Event for “YW Camp Fundraiser Dinner” to be held May 11, 2019, at the Pine View Park.  Applicant:  Diana Taylor.

5. DIXIE REGIONAL MEDICAL CENTER:

        The Washington City Council listened to the yearly update from Amy Christensen.

a. Yearly update from Dixie Regional Medical Center.  Mitch Cloward Administrator

6. PROJECT:

The Washington City Council approved cross-section 5 for Main Street unanimously.

a. Consideration to approve the Main Street Drainage Project cross-section. Public Works Director Mike Shaw.

7. ORDINANCE:

        The Washington City Council approved the ordinance amendment unanimously with conditions.

a. Consideration to approve an Ordinance amending a portion of the Washington City Code, Title 6 Public Ways and Property, Chapter 5 Public Parks, Sections 6-5-1 (J)Group Usage and (G)Vendor Sub-License  and 6-5-3 Special Events - (G)Sale of Goods, as defined and the addition of Special Event Application Fee. Applicant:  Washington City

8. PUBLIC HEARINGS:

The Public Hearing for item a was requested by the applicant to be tabled for two weeks however the public hearing was allowed for those who were in attendance and will be tabled and re-opened on May 22nd. This was approved unanimously by the City Council.

        The Public Hearing for item b took place and a decision will be made in two weeks.

a. Public Hearing for consideration to approve Zone Change request Z-19-05 a request to amend the Stucki Farms Planned Community Development, located at approximately Washington Fields Road and 4430 South.  Purpose of the amendment is to amend the specific Site Plan by changing the use of Village 11 from low density to medium high density and combine and expand the ball fields and park area. Village 22 and 23 are being eliminated and their area added to Village 24, to create a larger combined park area totally 43.0 acres for an addition of 10.4 acres to parks as well as common open space to account for the addition of the 10.4 acres.  The overall unit count has remained the same.  Applicant: Karl Larson.

b. Public Hearing for consideration of an Annexation of property, consists of approximately 840.41 acres of real property located at or near St. George Regional Airport, adjacent to the Southern Parkway, Within Sections 23, 24, 25, and 26, Township 43 South, Range 15 West, Washington County, Utah. The requested zoning of this property is to match the current Master Plan for Washington City.  Applicant: Scott Peterson.

9. ANNEXATION:

a. Consideration to approve an Ordinance extending the corporate limits of Washington City to include the Airport East Annexation of property consists of approximately 840.41 acres of real property located at or near St. George Regional Airport, adjacent to the Southern Parkway, Within Sections 23, 24, 25, and 26, Township 43 South, Range 15 West, Washington County, Utah. The requested zoning of this property is to match the current Master Plan for Washington City.  Applicant: Scott Peterson. The Washington City Council approved the annexation unanimously.

10. TEMPORARY USE PERMIT:

a. Consideration to approve a Temporary Use Permit to allow the closure of 100 South, between 100 East and 200 East, for a Neighborhood Block Party.  Applicant:  John & Melanee Olsen. The Washington City Council approved unanimously.

11. POWER BOARD:

a. Consideration for approval of the Mayor’s recommendation to appoint two members to the Power Board.

The Mayor recommended Todd Spriggs and Randy Meyer to the Power Board. The Washington City Council approved the reccomendations unanimously.

12. AWARD OF BID:

a. Consideration to award the bid for the Buena Vista Debris Basin.  Public Work Director Mike Shaw.

The Washington City Council approved to award the bid to JP Excavating in the amount of $117,500.

unanimously.

13. AGREEMENT:

a. Consideration to approve an Agreement for the sale and exchange of real property, located at approximately 950 E. Indian Springs Drive.  City Attorney Jeff Starkey.

The Washington City Council approved unanimously with conditions.
