1. APPROVAL OF AGENDA
The Washington City Council approved the agenda unanimously.
2. ANNOUNCEMENTS
None.
3. PUBLIC COMMENTS
Elaine Porter addressed the council and a discussion took place concerning the code concerning property management.
4. DECLARATION OF ABSTENTIONS & CONFLICTS
None.
5. CONSENT AGENDA
The Washington City Council approved the consent agenda as detailed below unanimously.
a. APPROVAL OF MINUTES: Consideration to approve the minutes from the City Council Meetings of 1/8/2020.
6. PLATT AMENDMENT
a. Consideration to approve a Plat Amendment for Desert Ravine at Sienna Hills previously named Arroyo at Sienna Hills Phase 9, located at approximately Grapevine Crossing and Pleasant Valley Lane. The purpose of the Amendment is for a name change. Applicant: Jim Raines, Brennan Holdings NO 200, LLC. The Washington City Council voted to approve unanimously with conditions.
7. MOU & AGREEMENTS
a. Consideration to approve a Memorandum of Understanding for Storm Drain Impact Fee Credits for Magnolia Grove Estates. Public Works Director Mike Shaw. The Washington City Council voted to approve Memorandum of Understanding for Storm Drain Impact Fee Credits for Magnolia Grove Estates unanimously.
8. RAP TAX DISTRIBUTION
a. Consideration to approve a request for a RAP Tax distribution to Children Musical Theater. Applicant: CMT President Terry DeMille. The Washington City Council voted to approve a RAP Tax distribution to Children Musical Theater in the amount of $30,000 initial payment with an additional payment of $6000 per month for a calendar year for a total amount of $102,000 with conditions 3 to 2.
b. Consideration to approve a request for a RAP Tax distribution to the Southern Utah Art Guild. Applicant: SUAG President Deborah Bice. The Washington City Council voted to approve a request for RAP Tax distribution to the Southern Utah Art Guild in the amount of $15,000 unanimously.
c. Consideration to approve a request for RAP Tax distribution to Tuacahn. Applicant: Development Manager Lindsay Garfias. The Washington City Council voted to approve a motion to approve a request for RAP Tax distribution to Tuacahn in the amount of $25,000 3 to 2.
d. Consideration to approve a request for a RAP Tax distribution to Washington City Community Center, funds to be used for programing. Applicant: Assistant Leisure Service Director Ben Rae. The Washington City Council voted to approve approve a request for a RAP Tax distribution to Washington City Community Center, funds to be used for programming in the amount of $25,000 unanimously.
9. ORDINANCES
a. Continuation of a Consideration to approve an Ordinance to amend the Height Regulations, Sections 9-8D-4, 9-9-4, 9-10A-4, 9-10B-4, 9-10C-4 and 9-11-4. Community Development Director Drew Ellerman. The Washington City Council voted to table this item until February 12 unanimously.
b. Continuation of a consideration to approve an Ordinance granting a Zone Change Z-19-18, a request from Residential Agricultural 2 acre lots (RA-2) to Light Industrial (I-1). Community Development Director Drew Ellerman. The Washington City Council voted to approve this ordinance 4 to 1.
10. RESOLUTION
a. Consideration to approve a Resolution supporting Pro-Life. Kristina Wagner. The Washington City Council voted to table this item until February 26 unanimously.
