General Purpose:

Acts as the Washington City records officer, including making and maintaining records for all official City Council Meetings. Attest Mayors signature and maintains and records various legal records of the city, and performs a variety of administrative, technical and complex clerical duties related to organizing and performing city-wide document management, general financial reporting, city elections and related functions established by state statute or local ordinance.

Supervision Received:

Works under the broad policy guidance and direction of the City Manager.

Supervision Exercised:

Provides close to general supervision to the Deputy Recorder.

Essential Functions:

Maintains city records management system; catalogs and references documents and information for easy identification, location and duplication; assures compliance with state laws related to public access (GRAMA); assures proper classifications are applied to city documents and records; assists public by filling or coordinating records requests; establishes and monitors retention schedules on documents and assures timely archiving or purging of record according to law, ordinance or practice. Processes all vehicle claims, obtains and maintains insurance for all city vehicles, equipment, city buildings, and parks.

Acts as the Executive Assistant to the Mayor and City Council; prepares various reports, and documents; prepares agenda(s) and packets or official legislative or executive meetings of the city; publishes and files new ordinances and resolutions; serves as custodian of city seal; attests to signatures on official documents and contracts; assures compliance with laws and guidelines regarding public access to city records; maintains permanent hard copy of all original documents; publishes ordinances, and notices of Council Meetings; attends council meetings; acts in confidential capacity for highly sensitive matters.

Oversees the issuing of business licenses; maintains all business license documentation; upon approval mails licenses to local businesses; monitors annual renewal activities and assures timely delivery of renewal billings.Maintains compliance of current City, County, State and Federal business license regulations.

Manages city cemetery records; issues deeds for burial plots; assures proper recording of sales and burials; maintains the permanent cemetery records of the city and coordinates with Cemetery Sexton in maintaining cemetery deeds, burial plot ownership records, burial records, etc. Files regular reports with the department of health.

Directs municipal elections; coordinates and processes city election by ordering supplies, selecting judges and polling places, tabulating election results and auditing returns; adjudicates election complaints and disputes and maintains security of election proceedings.

Performs related duties as required.

Minimum Qualifications:

  1. Education and Experience:

a. Graduation from high school, plus two (2) years of specialized training provided through workshops,

seminars and approved academic curriculum.


b. Four (4) years of progressively responsible experience directly related to above duties.


c. An equivalent combination of education or experience.

Preference may be given to individuals certified as municipal clerks

  1. Work Environment:
    Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting and reaching. Talking, hearing and seeing necessary in the performance of essential functions. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic travel required in normal course of job performance.
