2. ANNOUNCEMENTS

Mayor Kenneth Neilson announced the incoming Youth Council.

4. CONSENT AGENDA

The Washington City Council approved the consent agenda as detailed below unanimously.

a. APPROVAL OF MINUTES:  

Consideration to approve the minutes from the City Council Meetings of  6/10/2020.

b. LOCAL CONSENT:

Consideration to approve Local Consent for two(2) Restaurant Liquor license for Ovation at Sienna Hills.

5. SPECIAL EVENT

a. Consideration to approve a Special Event for the Washington County Fair Parade and Kick Off Party.   Washington County Fair / Marcia Whitney & Susi Lafaele. The Washington City Council approved unanimously.

6. PRELIMINARY PLAT

a. Consideration to approve a Preliminary Plat for Mustang Valley, located approximately 3925 S. Washington Fields Road.  Applicant:  Smoothie Kings Holdings LLC. The Washington City Council chose to table this decision until July 8th, 2020 unanimously.

7. PUBLIC HEARINGS

The following Public Hearings took place.

a. Public Hearing is for a consideration to approve Zone Change request Z-20-05, a request from Planned Community Development (PCD) to Planned Unit Development - Residential (PUD-R), located at approximately 2800 E. Country Way.  Applicant: Middon LLC

b. Public Hearing is for a consideration to approve Zone Change request Z-20-06, a request from Open Space (OS) to Residential Single Family 15,000 sq. ft. minimum lots  (R-1-15), located at approximately east end of Wild Horse Ridge.  Applicant: Omni Development Group LLC

c. Public Hearing is for a consideration to approve Zone Change request Z-20-07, a request from Community Commercial (C-2) to Planned Unit Development - Residential (PUD-R), located at approximately the north east corner of Telegraph Street and 1100 East.  Applicant: Red Vista Development of Orem LLC

d. Public Hearing for consideration to Open and Amend the 2019/2020 FY Budget.  Administrative Service Director Kimberly Ruesch

8. RESOLUTION

a. Consideration to approve a Resolution Opening and Amending the 2019/2020 FY Budget.  Administrative Service Director Kimberly Ruesch. The Washington City Council voted to approve the Budget amendment 4 to 1.

Approving the total amount of $75,295,510 to include the one-time funding as follows: Habitat for Humanity $15,300, Cemetery $150,000, Roads $300,000, and Pump/Skate Park $134,700.

b. Consideration to approve a Resolution authorizing the Washington City New Public Safety & Firefighter Departments Tier II Contributory Retirement System.  Human Resource Director Ruth Holyoak. The Washington City Council approved unanimously.

c. Consideration to approve a Resolution adopting Low Impact Development Application Guidance.  Assistant Public Works Director. The Washington City Council approved unanimously.

9. ORDINANCE

a. Consideration to approve an Ordinance Amending the Washington City Code by replacing Chapter 7 (“Post Construction Stormwater Management '') of Title 8 (“Building Codes and Construction Regulations”) in order to comply with current Federal and State requirements.   Assistant Public Works Director Lester Dalton. The Washington City Council approved unanimously.
