Council Meeting
March 11th, 2020
1. APPROVAL OF AGENDA
The Washington City Council approved the agenda unanimously.
2. ANNOUNCEMENTS
Council Member Cluff announced that Cotton Days are coming up, and there are many exciting events taking place.
Council Member Staheli reviewed the dates of Cotton Days on April 21st through April 26th. And announced the Ironman Free Pancake Breakfast on N. Main and Buena Vista on May 2, 2020. All of the information is available on the Washington City Website for Cotton Days.
3. DECLARATION OF ABSTENTIONS & CONFLICTS
None
4. CONSENT AGENDA
The Washington City Council approved the consent agenda as detailed below unanimously.
a. APPROVAL OF MINUTES: Consideration to approve the minutes from the City Council Meetings of 02/26/20.
b. BOARD AUDIT: CConsideration to approve the Board Audit for February 2020.
c. FINAL PLATS: Consideration to approve the Board Audit for January 2020.
1. Consideration to approve the Final Plat for the Bourgoin Minor Subdivision located at approximately 2540 East Washington Dam Road. Applicant: Kyle and Tracie Bourgoin.
5. PUBLIC HEARING
The following Public Hearings took place and a decision will be made in two weeks.
a. Public Hearing for consideration to approve a General Plan Amendment G-20-02, requesting to change the Land Use Designation from Community Commercial (CCOM) to Planned Unit Development Residential (PUD-R). The property is located on the north east corner of 1100 East and Telegraph Street. Applicant: Red Vista Development of Orem, LLC.
b. Public Hearing for consideration to approve an amendment to a portion of the Washington City Code, Section 9-8F-8-F more specifically, as found in Title 9 Zoning Regulations, Chapter 8 Residential Zones, Article F; Planned Unit Development - Residential Zone, Section 8-F Residential - Short Term Rental Development Standards. Applicant: Washington City.
c. Public Hearing for consideration to approve an amendment to a portion of the Washington City Code Section 9-11-2(D), more specifically as found in Title 9 Zoning Regulations, Chapter 11- Industrial/Business Park Zones, Section 2(D) Use Regulations Replacing/Revising the “List of Uses”. Applicant: Washington City.
6. ORDINANCES
a. Consideration to approve an Ordinance to adopt Zone Change request Z-20-01, to change land use designation from (A-20) Agricultural 20-acres minimum to (PUD-R) Planned Unit Development Residential, located at approximately 3925 S. Washington Fields Road. Applicant: Smoothie Kings Holdings, LLC. The Washington City Council voted to approve unanimously with conditions.
b. Consideration to approve an Ordinance amending a portion of the Washington City Code, Section 9-8F-8-F more specifically, as found in Title 9 Zoning Regulations, Chapter 8 Residential Zones, Article F; Planned Unit Development - Residential Zone, Section 8-F Residential - Short Term Rental Development Standards. The Washington City Council voted to approve 4 to 1.
c. Consideration to approve an Ordinance amendment to a portion of the Washington City Code Section 9-11-2(D), more specifically as found in Title 9 Zoning Regulations, Chapter 11- Industrial/Business Park Zones, Section 2(D) Use Regulations Replacing/Revising the “List of Uses”. The Washington City Council voted to approve unanimously.
7. RESOLUTIONS
a. Continuation of the Consideration to approve a Resolution to open and amend the Washington City 2019/2020 Fiscal Year Budget for the funds of Washington City. Administrative Service Manager Kimberly Ruesch.
The Washington City Council voted to approve unanimously.
8. SURPLUS VEHICLES
a. Consideration to approve the sale of Surplus Vehicles. Public Works Director Mike Shaw. The Washington City Council voted to approve unanimously.
9. DEPARTMENT OF WATER QUALITY
a. Consideration to Approve the Municipal Wastewater Planning Program Annual Report for the State of Utah, Water Quality Board. Public Works Director Mike Shaw. The Washington City Council voted to approve unanimously.
10. PROPERTY EXCHANGE
a. Consideration to approve a Property Exchange for a Non-Significant Parcel, located 300 E. Telegraph. Public Works Director Mike Shaw. The Washington City Council voted to approve unanimously.
11. REPORT OF OFFICERS FROM ASSIGNED COMMITTEE
Council reported on their assigned committees.
12. CITY MANAGER REPORT
City Manager Carter updated the Council on current Washington City Projects.
