City Council Meeting Agenda

Regular Meeting

1. APPROVAL OF AGENDA             

The Washington City Council approved the agenda unanimously.

2. ANNOUNCEMENTS

Mayor Kenneth Neilson read the Pro-Life Utah Proclamation.

3. DECLARATION OF ABSTENTIONS & CONFLICTS

Council member Craig Coats noted he may occasionally have a conflict of interest with his employer Alliance Engineering and Washington City.  If at such time a conflict arises, he will recuse himself from the vote.

4. CONSENT AGENDA

The Washington City Council approved the consent agenda with the removal of 12/10/19 minutes. as detailed below unanimously.

a. APPROVAL OF MINUTES. Consideration to approve the minutes from the City Council Meetings of 12/10/19 & 12/11/19.

b. BOARD AUDIT REPORT.  Consideration to approve the Board Audit for December 2019

5. PLANNING COMMISSION APPOINTMENT

a. Consideration to confirm the appointment of a member to the Planning Commission.  Mayor Kenneth Neilson. Mayor Kenneth Neilson recommended the appointment of Jason Smith to the Planning Commission and the Washington City Council voted to approve unanimously.

b. Consideration to confirm and appoint the 2020 Planning Commission Chair.  Mayor Kenneth Neilson. Mayor Kenneth Neilson stated he would like to extend the Planning Commission Chair appointment to Jason Smith and the Washington City Council voted to approve unanimously.

6. PUBLIC HEARINGS & RELATED ORDINANCES

The following Public Hearings took place and a decision will be made in two weeks.

a. Public Hearing for consideration to approve Zone Change request Z-19-17, a request from Residential Single Family 12,000 sq. ft. lots (R-1-12) to Residential Single Family 10,000 sq. ft.lots (R-1-10), located at approximately 500 West 2800 South.  Applicant: James Sullivn

b. Consideration to approve an Ordinance granting a Zone Change request Z-19-17, a request from Residential Single Family 12,000 sq. ft. lots (R-1-12) to Residential Single Family 10,000 sq. ft.lots (R-1-10).

c. Public Hearing for consideration to approve Zone Change request Z-19-18, a request from Residential Agricultural 2 acre lots (RA-2) to Light Industrial (I-1), located at approximately 1000 E. Washington Dam Rd.  Applicant: Judd Palmer

d. Consideration to approve an Ordinance granting a Zone Change Z-19-18, a request from Residential Agricultural 2 acre lots (RA-2) to Light Industrial (I-1).

e. Washington City is eligible to apply to the Utah Department of Workforce Services for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the State of Utah, Housing and Community Development Division (HCD). Washington City is eligible to apply for CDBG funding provided Washington City meets the applicable program requirements. The purpose of the public hearing is to provide citizens with pertinent information about the Community Development Block Grant program and to allow for discussion of possible applications. This public hearing will cover eligible activities, program requirements, and expected funding allocations in the region. The CDBG Program can fund a broad range of activities, including, but not limited to: construction of public works and facilities, e.g., water and sewer lines, fire stations, acquisition of real property, and provision of public services such as food banks or homeless shelters.  In the event that Washington City chooses to apply for CDBG funding, a second public hearing will be held at a later time to discuss the project.

7. ANNUAL COUNCIL BUSINESS

a. Consideration to approve the 2020 Meeting Schedule for the City Council.  Mayor Kenneth Neilson. The Washington City Council approved unanimously.

b. Consideration to approve the 2020 Council Members Assignments.  Mayor Kenneth Neilson. The Washington City Council approved unanimously.

c. Consideration to elect a 2020 Mayor Pro-Tem.  Mayor Kenneth Neilson. Mayor Neilson recommended electing Council Member Cluff as the 2020 Mayor Pro-Tem. The Washington City Council approved unanimously.

d. Consideration to approve a Resolution appointing a representative from Washington City to the Southwest Mosquito Abatement and Control District.  Mayor Kenneth Neilson. The Washington City Council approved unanimously.

e. Consideration to approve a Resolution of the City Council of Washington, Utah, approving the designation of a Representative to serve on the Administrative Control Board of Washington County Special Service District. The Washington City Council approved unanimously.

8. REPORT OF OFFICERS FROM ASSIGNED COMMITTEE

Council reported on their assigned committees.
