1. APPROVAL OF AGENDA:

Items 7a and 5c were removed. The Washington City Council approved unanimously.

2. ANNOUNCEMENTS:

None were made.

3. DECLARATION OF ABSTENTIONS & CONFLICTS:

None were declared.

4. CONSENT AGENDA:        

a. APPROVAL OF MINUTES:  Consideration to approve the minutes from the City Council Meetings of 11/13/18 and 11/14/18. The Washington City Council approved unanimously.

5. PRELIMINARY PLAT:

b. Continuation of consideration to approve the Preliminary Plat for Prada Pacana Subdivision, located at approximately 475 North 100 East.  Applicant: Craig Engel. The Washington City Council approved unanimously with conditions.

c. Consideration to approve the Preliminary Plat for the Red Cliffs Resort, located at at the corner of Bulloch Drive and 1100 East.  Applicant: Overland Developer Corporation. Applicant requested this be withdrawn.

d. Consideration to approve the Merit Way Preliminary Plat, located on Commerce Boulevard at the corner of Bluff View Drive and 1100 East.  Applicant: Quality Development LLC. The Washington City Council approved unanimously.

6. PRELIMINARY PLAT AMENDMENT:

e. Consideration to approve an amendment to Ammerswil Estates preliminary Plat, located approximately 500 West 2800 South.  Applicant: Mike Staheli. The Washington City Council approved unanimously.

7. ORDINANCES:

a. Continuation of the consideration to approve an Ordinance for Zone Change request Z-18-14, to change zoning designation from (RA-2) Residential Agricultural 2 acre lots to (PUD-R & PUD-C) Planned Unit Development Residential & Commercial.  Located at approximately 600 North 1100 East. Applicant:  Kendal Turner. Applicant requested this be tabled until December 12th the Washington City Council approved unanimously.

b. Continuation of the consideration to approve an Ordinance for General Plan Amendment. G-18-04 to change the land use designation from (OS) Open Space, (MD) Medium Density and (MHD) Medium High Density to (I) Industrial, located at approximately Landfill Road and the north end of Country Way.  Applicant: Plumb Holdings ST LLC. The Washington City Council approved unanimously.

c. Consideration to approve an Ordinance Vacating Lot 105 of Brio Phase 1A. Community Development Director Drew Ellerman. The Washington City Council approved unanimously.

8. PUBLIC HEARING:

The following public hearings took place and a final decision will be made in two weeks.

f. Public Hearing for consideration to approve an Annexation for the “Long Valley Annexation” located approximately 3380 E. Washington Dam Road (South to Long Valley Road).  Applicant:  Brennan Family Holdings, LLC / Jim Raines.

g. Public Hearing for consideration to approve an Annexation for the “Whitworth Addition” located approximately 2250 South between 20 East and 240 West. Applicant:  Matt Ferguson.

h. Public Hearing for consideration to approve a General Plan Amendment G-18-05, to change the land use designation from (LD) Low Density to (MD) Medium Density to allow a 2 Unit Duplex on each lot located at the intersection of Washington Dam Road and Washington Fields Road.  Applicant: Matthew and Jeremy Green.

9 ANNEXATIONS:

a. Consideration to approve an Ordinance extending the corporate limits of Washington City to include the Whitworth Addition Annexation a parcel of real property located approximately 2250 South between 20 East 240 West. The Washington City Council approved unanimously.

b. Consideration to approve an Ordinance extending the corporate limits of Washington City to include the Long Valley Annexation  a parcel of real property located approximately 3380 E. Washington Dam Road (South to Long Valley Road). The Washington City Council approved unanimously.

10. AGREEMENT:

c. Consideration to approve the Amended Regional Water Supply Agreement. Public Works Director Mike Shaw. The Washington City Council approved unanimously.

11. FUNDING ALLOCATION:

d. Consideration to approve the reallocation of one-time funds relating to the Community Center Improvements.  Leisure Services Director Barry Blake. The Washington City Council approved unanimously.
