Council Meeting

1. APPROVAL OF AGENDA           

The Washington City Council approved the agenda unanimously.

With the following roll call vote:

2. ANNOUNCEMENTS

Mayor Kenneth Neilson announced the Washington County Fair Parade will be held August 4th in Washington City beginning at 7:00 P.M. and a kick off celebration following in Veterans Park. There will be FireWorks held in Washington City for the 24th of July beginning at 10:00 P.M.

3. DECLARATION OF ABSTENTIONS & CONFLICTS

Council Member Coats noted he gave advice on Item 7c, but does not have financial gain, and will be voting.

4. CONSENT AGENDA

The Washington City Council approved the consent agenda as detailed below unanimously.

a. APPROVAL OF MINUTES:  

Consideration to approve the minutes from the City Council Meetings of  7/08/20 and 07/09/20.

b. FINAL PLATS:

i. Consideration to approve the Final Plat for Crimson Park Phase 1, located at 550 East 4150 South.  Applicant:  Development Solutions Group, Inc.

ii. Consideration to approve the Final Plat for Crimson Fields Phase 4, located at approximately 350 East 4200 South.  Applicant:  Development Solutions Group, Inc.

5. RAP TAX

a. Consideration to approve the RAP Tax request for funding.  Mayor Kenneth Neilson.

A motion was made to approve the RAP Tax request for funding in the amount of $10,000 to Southwest Symphony Orchestra, Inc. The Washington City Council voted to approve unanimously.

Council Member Coats made a motion to table the RAP Tax request for funding of pickleball courts at the Community Center until August 12, 2020. The Washington City Council voted to approve unanimously.

6. RESOLUTION

a. Consideration to approve a Resolution setting the Property Tax Levy for Washington City Fiscal Year 2020.  City Treasurer Kerry Wheelwright. The Washington City Council voted to approve unanimously.

b. Consideration to approve a Resolution setting the Property Tax Levy for Washington City Special Service District in Coral Canyon for the Fiscal Year 2020.  City Treasurer Kerry Wheelwright. The Washington City Council voted to approve unanimously.

c. Continuation to consideration the approval of a Resolution approving: (a) the proposed 10-year Residential Waste Collection Agreement between the Washington County Special Service District No. 1 and Republic Services, and (b) the proposed Solid Waste Collection Agreement between Washington County Special Service District No. 1 and the City of Washington, pertaining to billing and collection for solid waste services and related matters.  Fay E Reber, Attorney for WCSSD No.1. The Washington City Council voted to approve unanimously.

7. ORDINANCE

a. Continuation to consider approving an Ordinance for Zone Change request Z-20-07, a request from Community Commercial (C-2) to Planned Unit Development - Residential (PUD-R), located at approximately the north east corner of Telegraph Street and 1100 East.  Applicant: Red Vista Development of Orem LLC. The Washington City Council voted to approve 3 to 2 with conditions.

b. Consideration to approve an Ordinance granting Zone Change request Z-20-08, a request from Residential Agriculture 1-acre lots (RA-1) to Residential Single Family 15,000 sq. ft. lots (R-1-15), located at approximately 2800 South 240 West.  Applicant: Mauri Ventures / David Nasal. The Washington City Council voted to approve unanimously.

c. Consideration to approve an Ordinance granting Zone Change request Z-20-09, a request from Agriculture 20-acre lots minimum  (A-20) to Residential Agriculture 1-acre lot minimum (RA-1), located at approximately 3470 South 240 West. Applicant: Bryce Jones. The Washington City Council voted to approve unanimously.

d. Consideration to approve an Ordinance granting Zone Change request Z-20-10, a request from Planned Unit Development (PUD) to Planned Unit Development - Residential (PUD-R), located approximately on the northwest corner of 100 South 100 West.  Applicant: Wash 100 / Curtis Anderson. The Washington City Council voted to approve unanimously.
