Council Meeting

August 26th, 2020

1. APPROVAL OF AGENDA:           

Council Member Kress made a motion to approve the agenda with the change to have Item 8A and 9E being heard following Item 3. The Washington City Council approved the agenda unanimously.

With the following roll call vote:

2. ANNOUNCEMENTS

Mayor Neilson noted Main Street held up wonderfully during the flood.

3. DECLARATION OF ABSTENTIONS & CONFLICTS :

None.

4. MIDTERM APPOINTMENT:

a. Interviews and consideration to appoint a Midterm Appointment to the City Council.  Mayor Kenneth Neilson.

Mayor Kenneth Neilson asked each City Council Member Applicant to give a five minute interview.  The interviews were held alphabetically. After two rounds of voting, Roger Bundy was appointed as the City Council Member.

5. CONSENT AGENDA:

The Washington City Council approved the consent agenda as detailed below unanimously.

a. LOCAL CONSENT:  

Consideration to approve a Local Consent for a Full-Service Restaurant Liquor License for the Red Sands Pub & Grill, located at 757 W Telegraph Street.  Applicant:  Blaine Murray.

b. SPECIAL EVENT:

Consideration to close the parade route for the Pine View High School Homecoming Parade to be held on September 23rd.  Applicant:  Travis Roberts.

 

6. PRELIMINARY PLAT:

a. Consideration to approve the Preliminary plat for Red Waters POD 2, located approximately 2800 E. Country Way.  Applicant:  Melon LLC. The Washington City Council voted to approve unanimously.

7. PUBLIC HEARINGS:

The following Public Hearings took place and a decision will be made in two weeks.

a. Public Hearing for a consideration to approve an Annexation of property known as Enclave Annexation, consisting of approximately 7.27 acres of real property located at or near 2855 South 240 West, Washington, Utah, with a Parcel ID # 6541-B.  Applicant: L Don & Virginia Starling Trust and Julie Baker.

b. Public Hearing for a consideration to approve Zone Change request Z-20-13, a request from Multiple Family Residential (R-3) to Service Commercial C-2,  located on the Northeast corner of 300 East and Telegraph.  Applicant:  Brandon and Tressa Wood.

8. RESOLUTION:

a. Consideration to approve a Resolution adopting Low Impact Development Application Guidance.  Assistant Public Works Director Lester Dalton. The Washington City Council voted to table this item until the first regular meeting following a special meeting unanimously.

9. ORDINANCE:

a. Consideration to approve an Annexation of property known as Enclave Annexation, consisting of approximately 7.27 acres of real property located at or near 2855 South 240 West, Washington, Utah, with a Parcel ID # 6541-B.  Applicant: L Don & Virginia Starling Trust and Julie Baker. The Washington City Council voted to approve unanimously.

b. Consideration to approve an Ordinance granting  Zone Change request Z-20-11, a request from Residential Agricultural 2-acre lots (RA-2) to Residential Agricultural 1-acre lots (RA-1), located at approximately 2670 E. Washington Dam Road.  Applicant:  Michael Labrum. The Washington City Council voted to approve unanimously.

c. Consideration to approve an Ordinance granting Zone Change request Z-20-12, a request from Agricultural 20-acre lots (A-20) to Residential Single Family 6000 sq. ft. min (R-1-6), 8000 sq ft min (R-1-8) and 10000 sq ft min (R-1-10)-acre lots located at approximately 4500 South 300 East Applicant:  Cardiff Wales LLC. The Washington City Council voted to approve unanimously.

d. Consideration to approve General Plan Amendment G-20-05 to change the land use designation from Open Space (OS) to Low Density (LD), located approximately 550 West 2100 North.  Applicant:  First National Investments LLC, Matt Lowe. The Washington City Council voted to approve unanimously.

10. MAIN STREET:

a. Consideration to set the speed limit on Main Street.  Mayor Kenneth Neilson.

Mayor Kenneth Neilson reviewed the current speed limit on Main Street. Council discussed the current Main Street speed, which is now set at 35 mph. Council Member Staheli stated he would be more comfortable with reducing the speed limit to 30 mph. The Washington City Council voted to approve unanimously.
