A few things to keep in mind as you compare the financial data:
Some expenditures or revenues do not track year to year. For example, there may be an expenditure for a specific item or project in the past that the city no longer uses. These expenditure categories will only be visible for the years they were used.
It is common for citywide expenditures to exceed revenue as a result of capital projects that are funded with current year revenues as well as cash on hand.
Prior year actuals are reported post audit which includes year end closeout transactions such as the recording of depreciation and the conversion of capital outlay from expenditures to assets.
